Summary

As a full-service multi-discipline engineering and project services consultant for heavy industry clients, JNE Consulting often acts as an owner’s engineer in an EPC project to provide technical consultation and guidance on behalf of the Project owner.

1.  Review Basis of Design and EPC Specifications

  • Review the overall project plan (EPC and Owner furnished).
  • Review for gaps and/or overlaps.
  • Review specifications for safety, cost effectiveness, efficiency, reliability, and maintainability.

  • Assist with the EPC contractor evaluation.

2.  Project Management

  • Overseeing project schedules and timelines.
  • Coordinating activities among Contractors and other consultants.
  • Monitoring project progress and driving adherence to deadlines.

  • Identifying and assessing potential risks to the project.

  • Providing recommendations for risk reduction and contingency planning.

  • Identifying Value Engineering (cost reduction) opportunities.
  • Providing cost estimates and forecasts.

5.  Design Review and Approval

  • Evaluating and providing feedback on engineering and design documents.
  • Ensuring that designs comply with relevant codes and standards.
  • Approving or suggesting modifications to design plans for improved outcomes.

  • Reviewing, evaluating, and levelling bids and proposals.
  • Ensuring that procurement processes are fair and transparent.

7.  Quality Assurance and Control

  • Establishing and overseeing quality control processes.

  • Resolving quality-related issues during project execution.

8.  Contract Management

  • Reviewing and negotiating technical contracts with contractors and vendors.
  • Monitoring contract performance.
  • Resolving disputes and issues related to contract terms.

9.  Technical Advisory

  • Providing technical expertise and guidance to the owner.
  • Advising on industry best practices and technological advancements.
  • Assisting in decision-making regarding engineering and technical aspects of the project.

10.  Commissioning and Startup Support

  • Overseeing commissioning activities to ensure systems are functional.
  • Assisting with the startup of the facility or system.
  • Verifying that performance meets specified requirements.

11.  Environmental and Regulatory Compliance

  • Ensuring compliance with environmental regulations.
  • Advising on permits and approvals required for the project.

  • Facilitating communication with regulatory authorities.
